We are honored to invite you to attend the international Conference “European Civilization Space: Baltic Dialogue”. This Conference is organized by the World Public Forum “Dialogue of Civilizations” and it will be held in Tampere, Finland, during June 4–5, 2007.
The following subjects shall be discussed at the Conference: economic and regional cooperation between the countries of the Baltic Sea region, successes and difficulties of the “Northern Dimension” Program, political practice of international relations in the region, the role of NGOs and youth in public interaction and prospects for cultural cooperation between the countries of the Baltic Sea region and other issues.
The speakers at the Conference shall include representatives of intergovernmental organizations, academic institutions and non-governmental organizations, eminent scholars, experts, political leaders.
If you're interested in participating in the Conference and its activities, please let us know as soon as possible. We're looking forward to meeting you in Tampere and to hearing your views on dialogue of civilizations and cultures.
The Executive Committee shall provide Conference participants with hotel accommodations in the country for June 3-6, 2007.

Range of Activities and Available Information
1. The regional conference of the World Public Forum «Dialogue of Civilizations» will be held in the combined format of 2 plenary sessions, 3 panel meetings and a number of round-tables. This format provides an opportunity to focus on the main issues of the Conference in a limited timeframe and also to evaluate the widest possible variety of opinions and points of view of a maximum number of participants.
2. The Executive Committee (hereafter – EC) of the Conference issues official invitations to participants up to May 10. The invitees should confirm their participation and direct to the EC filled registration form up to May 20.
3. Conference participant should inform the EC in writing on the intention to become a speaker or a participant of discussions at the plenary meetings or roundtables. The Executive Committee reserves the right to offer other format of collaboration. Text size of the report at the plenary meetings should not exceed 10 printed pages, the text of the report or statement at round-tables – 4 printed pages.
NOTE: participation without personal presence is possible by granting the text of the report or statement with prior notification to EC.
4. Texts of the reports should be sent to the EC by e-mail: [email protected] or [email protected] up to May 20, or by fax: +7 495 775 65 95.
5. The EC shall provide Conference participants with accommodations in the Hotel “Sokos Ilves” from 3 (from 12.00 am) – to 6 (until 12.00 am) June 2007. Address of the Hotel is “Hatanpaanvaltatie 1-SF-33100 Tampere, Finland”.
6. The Conference will be held in “Tampere Hall”. Address is Yliopistonkatu 55 FIN-33101 Tampere, Finland.
7. If you need visa assistance for Finland, please, inform about it the EC and send by fax or email a copy of your passport and contacts of the Finland’s embassy in the area where you wish to obtain visa.

PLANEARY SESSION – Opening of Conference
Panel # 1.
Economic dialogue and regional cooperation among the countries of the Baltic region
The Panel shall focus attention on the conceptual principles and approaches to regional cooperation in Northern and Northwest Europe. What role is played by regional cooperation in the development of a single European civilization space and consolidation of its positions in global competition? The Panel participants are also expected to analyze the prospects for economic development of the countries in the region and discuss pressing issues related to energy and ecological interaction. Is it possible to build a single infrastructure for the region?
Main vectors of discussion:
• Regional dialogue: values, prospects, approaches;
• National economic complexes and regional integrity;
• Borders and cross-border cooperation;
• Global integration challenges and regional priorities;
• Migration processes in the region;
• Place of ‘the Northern dimension’ program in the economic dialogue.
Panel # 2.
Political and legal space of the Baltic region: traditions and modernization
The question concerning the correlation of myths and realities in the political practice among the countries of the Baltic region and European civilization space in general is today acquiring evermore significance. It is also necessary to understand how the processes of world political modernization affect the Baltic region. How can a national state, information and civil society, law, philosophy and religion respond to the political challenges of the present day and the future?
Main vectors of discussion:
• ‘Old,’ ‘New’ and ‘Single’ Europe through the prism of relations among the countries in the region;
• Concepts of ‘Baltic community’: history and reality;
• Common issues in the sphere of interaction between conventional system of human rights, social achievements, moral and vital values in the countries of the Baltic region;
• Dialogue of civilizations and problems of social development in the region: demography, migration, education and security.
Panel # 3.
Practice and prospects for interaction among cultures of the countries in the Baltic region:
The main theme in this Panel is present-day space for cultural interaction among the countries in the Baltic region and its ties and relations with other civilizations and cultures in the world. Can this space have a common idea foundation or shall we limit ourselves to traditional and formal exchanges of readymade products of mutually acting cultures? How can cultural interaction in the region promote the development/strengthening of the integrity of the European civilization space?
Main vectors of discussion:
• Regional cooperation in the sphere of culture as part of the common European cultural processes;
• Elaboration of the common European cultural policy and issue of national identity preservation;
• Cultural mobility of the peoples in the region and ‘ecology’ of the human community;
• Global cultural expansion and preservation of national originality: political, economical and legislative response of the European states;
• Forming of the new cultural mentality under integration of societies and globalization of cultures.
